1. Decide on the theme. Think about what the person likes, and his/her hobbies, favorite place, favorite story, favorite foods, favorite colors, and so on. Look on Pinterest for ideas. Maybe the person loves animals. The party could be forest, woods, jungle or zoo animals themed.
2. Decide the color scheme. You don't want a bunch of random colors. Pick around 3-5 colors. You want at least three, but don't over-do it. You might want two neon colors with a pastel or neutral color. Or maybe you want all pastel colors.

You may want a tablecloth or paper backdrop (either for the party set-up or for a photo booth). Look at thrift stores for unique jars and candlesticks to put food in (just hot-glue the jar to the candlestick). Get all that you can for as little as possible.
